Do You Know this Action Figure?

Unknown action figure I was working in the yard a while back and found this action figure buried under the flowers. I thought he was from Star Wars but after some intense googling I couldn't find anything resembling him.

A shiny new dime to anyone who might be able to help me: who is this guy, and what is he from?!

oh yes indeed mikey, you have yourself a star wars action figure. that fellow there is a jedi by the name of plo kloon. excuse me, i have to go, i believe some bullies are going to take my lunch now.
