Do You Know this Action Figure?

Unknown action figureI was working in the yard a while back and found this action figure buried under the flowers. I thought he was from Star Wars but after some intense googling I couldn't find anything resembling him.

A shiny new dime to anyone who might be able to help me: who is this guy, and what is he from?!
